The critical decision for bureaucracy

In AK Party’s election strategy, the decision related with bureaucracy stands out as one of the critical points.


If persons employed in Turkey’s government, who resign without permission and apply for being a deputy in the parliament, don’t manage to enter the lists, then it might be hard for them to return back to their old positions.


What does that mean?


Many know of the great demand for deputy parliamentarians among the bureaucrats. However, at the same time, a weakness should not be formed in the administration due to job shifts in the bureaucratic ladder. It’s also known that Prime Minister Davutoğlu does not favor having vacancies in the bureaucratic personnel, which will administer the government. As a matter of fact, even around his inner circle, it’s being said that he has given an instruction towards “not exceeding 10”.


The ones, who have applied for nomination by taking necessary permissions while the opinion is that no weakness would be formed in the government, stand separate. Besides, some bureaucrats’ services might be needed in politics. Like, the Minister of Domestic Affairs, Efkan Ala. During the December 17-25 coup process, Efkan Ala had passed a historic test with his cautious administration, which presented the democratic willpower, as the Undersecretary of Prime Ministry. In the same way, among the intimate colleagues of the President and Prime Minister, there could be some qualified names that they would like to see by their side in their political march. The opportunities of the bureaucrats, who had risen in their fields, to appraise their political accumulations shouldn’t be prevented. However, their numbers won’t be in the hundreds and won’t exceed the number of fingers on a hand.


At the beginning, we had said that the ones, who resign without taking permission, might not return back to their old positions if they don’t enter the list. For example, if an undersecretary or general manager fails to enter the list, they might not be re-assigned to their old positions. Of course, here, the intention is to avoid having personnel in the government become vacant, and also, the doors to requesting more senior duties when becoming the candidate for nomination are desired to be shut. Unfortunately, politics has such a mechanism. The situation of the bureaucrats, who become a candidate for nomination and fail to enter the list, is being used as an opportunity to be assigned to more senior positions. The intention is to gently seal this door.


However, this condition is not only valid for bureaucracy. It will also be valid for the mayors, members of the provincial assembly, members of the city council, other than the ones who have special conditions. The ones, who resign without asking for permission and become a candidate, will be asked to take care of themselves. If they are successful, they will enter the list. If they are not, there will be no positive discrimination because of their duty.


As for the second critical point in designating the candidates, it will be the eight-man committee that will be formed under the presidency of the Prime Minister.


Who will establish the lists?


There are discussions on whether the President or Prime Minister will be decisive in this. Of course, President Erdoğan is everything in this movement. Won’t the opinions of a leader, who had triumphed 9 times in elections with a party he formed while he was in the Pınarhisar Prison, present an importance? It’s his right, more than anyone. The advice of a leader, who had become the single rulership in the first six months of its foundation, who had brought out two Presidents and three Prime Ministers, gained a 58 percent voting rate and never lost an election, is a great benefit for AK Party.


However, the President is also a gentle person. He is asking the people, who ask for his permission, “Meet with Mr. Prime Minister” or “Have you spoken to Ahmet Hodja?” He was the one, who had acted attentively towards the President and President of the Assembly, whom he helped them being elected in his Prime Ministry period. He had never interfered with their authorities; on the contrary, he opened the fields for them. However, no matter his position, protecting Erdoğan’s rights is the duty of this movement.


When AK Party and Erdoğan are the matter in question, it cannot be discussed. Let this be known.


After the parliamentarian lists pass through a couple of stages within AK Party, it will be shaped by the eight-man committee under the presidency of the Prime Minister.


Other than the members of the Central Decision Execution Board (MKYK), provincial chairmen, parliamentarians, the Central Discipline Board and the members of the DHK, all the names that had applied for nomination will be put to a tendency survey.


There will be tendency survey in all provinces from Feb 28 to  Mar 1.


Between March 6 and 15, presumptive nominees will be summoned to Ankara and interviewed.


Between March 16 and 22, a committee, formed of Vice Presidents, will begin eliminations over the names that had been acquired after all these phases.


Also between March 23 and April 6, the eight-man committee under the presidency of Prime Minister Davutoğlu, will be working over the lists that would be given to the YSK (Supreme Committee of Elections). By 17:00 on April 7th, the lists must be submitted to YSK.


What will be included in AK Party’s election declaration? Will there be a theme like, a holy case or our sacred struggle?


There were even such emphases in Prime Minister Davutoğlu’s speech in the Kastamonu Provincial Congress; won’t there be any in the election declaration? Have a little patience.


AK Party is aiming to confront the voters with an election declaration that is as good as a manifesto. It will be a declaration, which reflects the 2023 vision, but also not limited to it.


      1- A free and new Constitution.

     2- Mega projects

     3- Democratization

     4- Culture policies

     5- Family policies

The holy case, Presidential system and Resolution Process are elements that will take their place in the election declaration.


By the way, are you paying attention? We are talking about the election declaration and calendar of a party, who had been the rulership for the past 13 years. As for the opposition’s side, which needs aspiration to become the rulership, there is not a single action.
